i guess the reasons for exclusion of Horthyist Hungary are similar to those concerning Germany, aren't they?
but what about Albania? if it is independent, why there is no flag on its territory?
Albania is in fact not independent, but an autonomic part of Italy.
European Union is formed shortly after the Austrian War and subsequent Baltic War. Due to French and Polish objections Germany was never allowed to join the Union. This exclusion, as well as no de-nazification after much shorter and less brutal war eventually lead to the raise of IV Reich.
