Canada is not explicitly a member state, but it is a part of the British Empire and as such considered a part of European sphere of influence. Colonial Empires in general are more stable in this TTL.

hahah..somehow some states missin' here.. no Bosnia, no Slovenia, no Montenegro,either no Macedonia..but some existing are too deformed so nationalist will be happy i suppose with this one.. italy had funny flag too, but Greece took flag of Finland i guess..

Indeed, that map does not represent reality, but alternate history. Note that:
- In real history 1976 all the Balkan countries you mentioned were parts of Yugoslavia. In this timeline they are either a part of Serbia (post-Austrian War remnant of Yugoslavia) or Croatia (originally an Italian puppet state created after the Austrian War).
- Changed history results in border adjustments. Any border in particular you find puzzling or out of place?
- These are flags of Kingdom of Italy (Italy is still a kingdom in this timeline), Greece is using it's old flag as well (although I admit the shade of blue is a bit off.)
